This Wikipedia entry on national anthems notes that most national anthems use a major scale tonality. A number of exceptions which use a minor tonality are listed.

But there is also a list of national anthems which use a pentatonic scale for fundamental material, as well as a list of anthems which use "unique modes/modulations."

A couple of particular examples: "Kimgayo", the national anthem of Japan, uses a pentatonic scale, while "Gara?syz, Bitarap Türkmenistany? Döwlet Gimni", the national anthem of Turkmenistan, uses the Mixolydian mode.
