HSBC World Mastercard www.us.hsbc.com/1/2/3/hsbcpremier/privileges has no foreign transaction fees. But they require that you hold a 'Premier Relationship' which requires you maintain greater than 0,000 in combined U.S. personal deposit and investment balances in HSBC accounts.
If you qualify, Pentagon Federal Credit Union (https://www.penfed.org/) offers cards with no foreign transaction fee and no annual fee. We got a rewards Visa from them for our overseas trip and it worked very well.

There is a table listing issuer's foreign transaction fees for both credit and debit cards at Flyerguide. While Capital One may be the best known US issuer of 0% cards, Citi, Chase, Discover, HSBC, and several credit unions all have some 0% cards as well.

And yes there is no foreign transaction fee.
And for the first year there's no annual fee. So just get the card before you trip keep it for 3 months get the cash back and then cancel it.
The 28 Degrees card has no foreign transaction fee.
AMEX Platinum has no foreign transaction fees, plus a host of other features (though it does charge an annual fee).

The United MileagePlus Club card from Chase advertises no foreign transaction fees (see terms and conditions). However, it also has a 5 annual fee.
