How can I recover taxes over-paid to Russia?
I received some money from some work in Russia, and the employer gave me a 2-NDFL form. I paid 30% tax instead of the 13% since I am not a resident of Russia and I did not stay in Russia over 180 days in the year.

How can I file for taxes (such as done in Germany or other EU countries or USA) and recover some of the taxes I have paid?
